The National Assembly for Wales makes the following Regulations in exercise of the powers conferred upon it by sections 22(6), (7), (8), (9), (10), (11) and (12), 105 and 106 of the Local Government Act 2000[

Name, commencement and application
1.
- (1) The name of these Regulations is the Local Authorities (Executive Arrangements) (Decisions, Documents and Meetings) (Wales) (Amendment) Regulations 2002 and they shall come into force on 17th May 2002.
(2) These Regulations apply to Wales only.
Amendment to the Local Authorities (Executive Arrangements) (Decisions, Documents and Meetings) (Wales) Regulations
2.
- (1) The Local Authorities (Executive Arrangements) (Decisions, Documents and Meetings) (Wales) Regulations 2001[
2] are amended as follows.
(2) For paragraph (4) of Regulation 5 substitute:
"
(4) An item of business may not be considered at a meeting unless:
(a) a copy of the agenda including the item (or a copy of the item) is open to inspection by members of the public in pursuance of paragraph (1):
(i) for at least three clear days before the meeting, or
(ii) where the meeting is convened at shorter notice, from the time the meeting is convened; or
(b) by reason of special circumstances, which shall be specified in the minutes, the chairperson of the meeting is of the opinion that the item should be considered at the meeting as a matter of urgency.".

EXPLANATORY NOTE
(This note is not part of the Regulations)
The National Assembly for Wales made the Local Authorities (Executive Arrangements) (Decisions, Documents and Meetings) (Wales) Regulations 2001 under sections 22(6), (7), (8), (9), (10), (11) and (12), 105 and 106 of the Local Government Act 2000 to regulate various matters in respect of the business conducted by local authorities operating executive arrangements. These Regulations are made using the same powers to make an addition to those earlier Regulations.
Regulation 2 makes provision for the chairperson of a meeting of the executive, or a committee of the executive, of a local authority to make additions to the agenda for the meeting where that person is of the view that the additional matter should be considered, by reason of special circumstance, as a matter of urgency.
