The Consular Fees (Amendment) Order 2001

  Made 31st October 2001 
  Coming into force 30th November 2001

The Queen's Most Excellent Majesty in Council


Her Majesty, in exercise of the powers conferred upon Her by section 1(1) of the Consular Fees Act 1980[1] is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:

     1. This Order may be cited as the Consular Fees (Amendment) Order 2001 and shall come into force on 30th November 2001.

    
2. The Consular Fees (No. 2) Order 1999[2] shall be amended as follows - 

    (a) paragraph (e) of Article 2 shall be deleted and replaced by the following paragraphs - 

      " (e) "fast-track service" means an application made in person, either by the applicant or another person acting on behalf of the applicant, which is to be processed within seven days of that application having been made;

      (f) "premium service" means an application made in person, either by the applicant or another person acting on behalf of the applicant, which is to be processed within twenty four hours of that application having been made;

      (g) "replacement passport" means a passport issued in substitution for a valid passport in order to incorporate an addition or amendment thereto or in order to replace a passport that has been lost, damaged or is otherwise unavailable for use."

    (b) for Fees 12 to 16, set out in Part II of the table of consular fees in the Schedule to that Order, there shall be substituted the following - 

         12. Issuing a passport of not more than 32 pages which includes replacing an expired passport, and issuing a new passport of full validity when an original passport of restricted validity is unavailable - 

      (a) for applications made by post in the UK

        (i) where the applicant is aged 16 years or over

    (ii) where the applicant is under 16 years old (for a passport valid for 5 years)

    (b) for applications made in person in the UK

      (i) where the applicant is aged 16 years or over

    (ii) where the applicant is under 16 years old (for a passport valid for 5 years)

    (c) for applications made abroad

      (i) where the applicant is aged 16 years or over

    (ii) where the applicant is under 16 years (for a passport valid for 5 years)

         13. Issuing a passport of 48 pages which includes replacing an expired passport, and issuing a new passport of full validity when an original passport of restricted validity is unavailable - 

      (a) for applications made by post in the UK

    (b) for applications made in person in the UK

    (c) for applications made abroad

         14. Issuing a collective passport - 

      (a) for applications made by post in the UK

    (b) for applications made in person in the UK

         15. Amending or extending an existing passport

      (a) for applications made by post in the UK

    (b) for applications made in person in the UK

         16. Extending a passport to 10 years validity where the holder was under 16 years of age at the time of issue of the existing passport and the passport was issued for an initial 5 year period before 26th March 1998 - 

      (a) for postal applications in the UK

         16A. In addition to Fee 12, 13, 15, or 16, whichever is appropriate to the application in question - 

      (a) issuing a passport on an application made using the fast-track service

EXPLANATORY NOTE

(This note is not part of the Order)


This Order amends the Consular Fees (No. 2) Order 1999 so as to prescribe additional fees for the provision of fast-track and premium services for the issuing of passports (Fee 16A.(a) and Fee 16A.(b)). Additionally, the Order increases certain passport fees (Fee 12(a)(i) from £28 to £30, Fee 12(a)(ii) from £14.80 to £16, Fee 12(b)(i) from £40 to £45, Fee 12(b)(ii) from £26.80 to £31, Fee 13(a) from £38 to £40, Fee 13(b) from £50 to £55, Fee 14(a) from £40 to £42, Fee 14(b) from £52 to £57, Fee 15(a) from £17 to £18, Fee 15(b) from £29 to £33 and Fee 16(b) from £12 to £15).
