Proof of documents, etc. 173.(1) A document purporting to be a copy (a)of an order made by a court under any of the provisions of this Act; or (b)of an order made under [Part III of Schedule 9 to the Education and Libraries (Northern Ireland) Order 1972] sending a person to a training school or committing him to the care of a fit person; or (c)of an affiliation order; (2) A certificate of the registration or the removal from the register under section 127 of a voluntary home, authenticated by the seal of the Ministry, shall be evidence of such registration or removal. (3) The production of a copy of the Belfast Gazette containing a notice of the grant, or of the withdrawal or surrender, of a certificate of approval of a training school shall be sufficient evidence of the fact of a certificate having been duly granted to the school named in the notice, or of the withdrawal or surrender of such a certificate, and the grant of a certificate of approval of a training school may also be proved by the production of the certificate itself, or of a document purporting to be a copy of the certificate and to be authenticated as such by the seal of the Ministry. (4) An order, licence, or other document may be authenticated on behalf of the managers of a training school, ..., by the signature of one of the managers or their secretary, or of the person for the time being in charge. (5) All licences, orders, resolutions, appointments, authorisations, certificates, notices, requirements, and documents of ... a local education authority under this Act, if purporting to be signed by the clerk of the authority, shall, until the contrary is proved, be deemed to be made by the authority and to have been so signed; and any such licence, order, resolution, appointment, authorisation, certificate, notice, requirement or document, or any instrument varying or revoking it, may be proved by the production of a copy thereof, or, as the case may be, of the instrument, purporting to be so signed. (6) A copy of any bye-laws made under this Act by a local education authority, signed and certified by the clerk of such authority to be a true copy and to have been duly confirmed, shall be evidence, until the contrary is proved, in all legal proceedings, of the due making, confirmation and existence of such bye-laws without further or other proof.
