1.–(1) The title of this Order is the Local Government (Assistants for Political Groups) (Remuneration) (Wales) Order 2009 and it comes into force on 1 April 2009.
(2) This Order applies in relation to Wales.
2. In this Order–
"the Act" ("y Ddeddf") means the Local Government and Housing Act 1989;
"the National Joint Council" ("y Cyd-gyngor Cenedlaethol") means the National Joint Council for Local Government Services; and
"the National Joint Council´s Scheme" ("Cynllun y Cyd-gynor Cenedlaethol") means the National Joint Council´s Scheme of Conditions of Service.
3.–(1) The point specified for the purposes of section 9(4)(a) of the Act is spinal column point 44 of the salary scales for local government officers incorporated in the National Joint Council´s Scheme.
(2) The amount which corresponds to the point specified in paragraph (1) is such amount as is published by the National Joint Council from time to time with respect to full-time posts under a local authority in England and Wales.
4. In so far as it applies to relevant authorities in Wales, the Local Government (Assistants for Political Groups) (Remuneration) Order 1995(3) is revoked.

One of the requirements relating to the terms on which a person is appointed to, or holds, an appointment in pursuance of section 9 of the Local Government and Housing Act 1989 (assistants for political groups) is that the annual rate of remuneration for the post is less than £13,500 or such higher amount as may be specified by Order made by the Welsh Ministers.
This Order, which applies to local authorities in Wales provides for the annual rate of remuneration to be the maximum amount that is from time to time fixed by the National Joint Council for Local Government Services as that applicable to spinal column point 44 on their salary scales for local government officers.
As respects local authorities in Wales, the Local Government (Assistants for Political Groups) (Remuneration) Order 1995 is revoked.
By virtue of the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672) and paragraph 30(1) and (2)(a) of Schedule 11 to the Government of Wales Act 2006. Back [2]
