This Order is made in exercise of the powers conferred on the National Assembly for Wales by paragraph 8(1) of Schedule 8 and paragraph 3(1) of Schedule 10 to the Traffic Management Act 2004(1) and now vested in the Welsh Ministers(2).
The Council of the City and County of Swansea has applied to the Welsh Ministers for an order to be made under these powers with respect to part of its area.
The Welsh Ministers have consulted the South Wales Police in accordance with the requirements of paragraphs 8(3) of Schedule 8 and 3(4) of Schedule 10.
Accordingly, the Welsh Ministers make this Order:
1. This Order may be cited as the Civil Enforcement of Parking Contraventions (City and County of Swansea) Designation Order 2008 and shall come into force on 1 September 2008.
2. The Welsh Ministers designate the area described in the Schedule as–
(a) a civil enforcement area for parking contraventions; and
(b) a special enforcement area.

Article 2
This Order applies to the whole of the city and county of Swansea except the length of the M4 Motorway and its slip roads within the city and county and the A483 Fabian Way from its junction with the A4067 to the boundary with the county borough of Neath Port Talbot.

This Order designates the area described in the Schedule as a civil enforcement area and a special enforcement area for the purposes of Part 6 of the Traffic Management Act 2004.
These powers are exercisable by the Welsh Ministers by virtue of paragraph 30 of Schedule 11 to the Government of Wales Act 2006 (c. 32). Back [2]
