The National Assembly for Wales, in exercise of the powers conferred upon it by sections 140(4) and 143(1) and (2) of, and paragraphs 4 and 6 of Schedule 8 to, the Local Government Finance Act 1988[
1], hereby make the following Regulations:
Name, commencement and application
1.
- (1) These Regulations are called the Non-Domestic Rating Contributions (Wales) (Amendment) Regulations 2004 and come into force on 31 December 2004.
(2) These Regulations apply in relation to Wales.
Interpretation
2.
In these Regulations "the 1992 Regulations" ("
Rheoliadau 1992") means the Non-Domestic Rating Contributions (Wales) Regulations 1992[
2].
Amendment of the 1992 Regulations
3.
In relation to financial years beginning on or after 1 April 2005, Schedules 2 and 4 to the 1992 Regulations are amended as follows: -
(a) in paragraph 2(12) of Schedule 2 for "0.998" there is substituted "1.009"; and
(b) for Schedule 4 to the 1992 Regulations there is substituted the Schedule set out in the Schedule to these Regulations.

EXPLANATORY NOTE
(This note is not part of the Regulations)
Under Part II of Schedule 8 to the Local Government Finance Act 1988[
4], billing authorities in Wales are required to pay amounts (called non-domestic rating contributions) to the National Assembly for Wales. Rules for the calculation of those amounts are contained in the Non-Domestic Rating Contributions (Wales) Regulations 1992[
5] ("the 1992 Regulations").
These Regulations amend the 1992 Regulations by substituting a new multiplier in paragraph 2(12) of Schedule 2 (Assumptions as to gross amount) and a new Schedule 4 (Adult Population Figures).
