(1) Article 1 of the French Constitution proclaims that France shall be indivisible and that all its citizens are equal before the law without distinction of race, origin and religion. (2) The forecast of translation costs for EU institutions in 2006 is 800m Euros, 2007 will see a further increase of 30m Euros due to the inclusion of Bulgarian, Romanian and Irish.
