The Secretary of State makes these Regulations in exercise of the power conferred by section 9(3) of the Animals (Penalty Notices) Act 2022( 1).
1.—(1) These Regulations may be cited as the Animals (Penalty Notices) Act 2022 (Commencement) Regulations 2023.
(2) They extend to England and Wales.
2. The following provisions of the Animals (Penalty Notices) Act 2022 come into force on 1st January 2024—
(a) in section 1 (powers of enforcement authorities), subsections (1) and (6);
(b) in section 2 (powers of constables), subsections (1) and (4);
(c) section 3 (content and effect of notices);
(d) in section 4 (matters to be taken into account), subsections (1), (2) and (5);
(e) section 5 (use of proceeds);
(f) section 6 (reports).

These Regulations bring into force on 1st January 2024 those provisions of the Animals (Penalty Notices) Act 2022 (c. 19)which are not already in force by virtue of section 9(2) of that Act.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
