The Secretary of State makes these Regulations in exercise of the powers conferred by sections 2(1)(a) and (6), 3(1)(a) and (8) and 15(7)(c) of the Energy Prices Act 2022( 1).
1.—(1) These Regulations may be cited as the Energy Prices (Designated Domestic Energy Price Reduction Schemes for Great Britain and Designated Bodies) Regulations 2022 and come into force on 1st November 2022.
(2) This regulation and regulation 4 extend to England and Wales, Scotland and Northern Ireland.
(3) Regulations 2 and 3 extend to England and Wales and Scotland.
(4) In these Regulations “ the Act” means the Energy Prices Act 2022.
2. The Scheme Document for the Energy Price Guarantee for Domestic Electricity Consumers in Great Britain dated 29th September 2022( 2) (including any related arrangements) as they have effect from time to time is a domestic electricity price reduction scheme for Great Britain designated for the purposes of section 2 of the Act.
3. The Scheme Document for the Energy Price Guarantee for Domestic Gas Consumers in Great Britain dated 29th September 2022( 3) (including any related arrangements) as they have effect from time to time is a domestic gas price reduction scheme for Great Britain designated for the purposes of section 3 of the Act.
4. Any district council for an area in England for which there is a county council is a designated body for the purposes of section 15 of the Act.

These Regulations designate certain schemes and bodies under the Energy Prices Act 2022 (c. 44)(“ the Act”).
Regulation 2 designates a domestic electricity price reduction scheme for Great Britain for the purposes of section 2 of the Act. Regulation 3 designates a domestic gas price reduction scheme for Great Britain for the purposes of section 3 of the Act.
Domestic electricity or gas price reduction schemes reduce the amount charged for domestic electricity or gas supply by licensed suppliers, and make payments to those suppliers in respect of those reductions. The effect of designation is to impose obligations on suppliers to apply to join the scheme and, when joined, to remain in and comply with it, and for regulatory enforcement.

Regulation 4 designates certain district councils for the purposes of section 15 of the Act (role of other bodies in giving support for meeting energy costs etc).
An impact assessment was produced for the Energy Prices Bill and is available from the Department for Business, Energy and Industrial Strategy, 1 Victoria Street, London SW1H 0ET. A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
