The Secretary of State, in exercise of the powers conferred by section 21(1) of the Automated and Electric Vehicles Act 2018( 1), makes the following Regulations.
1. These Regulations may be cited as the Automated and Electric Vehicles Act 2018 (Commencement No. 1) Regulations 2021.
2.—(1) Subject to paragraphs (2) and (3), these Regulations extend to England and Wales, Scotland and Northern Ireland.
(2) Paragraphs (a) and (c) of regulation 3 extend to England and Wales and Scotland.
(3) Paragraph (d) of regulation 3 has the same extent as the provisions being amended by the Schedule.
3. The following provisions of the Automated and Electric Vehicles Act 2018 come into force on 21st April 2021—
(a) sections 1 to 8 (automated vehicles: liability of insurers etc);
(b) sections 9, 10 and 13 to 19 (electric vehicles: charging);
(c) section 20(1) (minor and consequential amendments); and
(d) the Schedule (minor and consequential amendments).

These Regulations bring into force on 21st April 2021 provisions of the Automated and Electric Vehicles Act 2018 (c. 18)(“the Act”). These are the first commencement regulations made under the Act. Certain provisions came into force on the passing of the Act. Regulation 3 commences sections 1 to 10, 13 to 19 and 20(1) of the Act and the Schedule to the Act. Section 1 provides a framework to identify automated vehicles in Great Britain. Sections 2 to 8 extend compulsory motor vehicle insurance to cover the use of automated vehicles in automated mode. Sections 9, 10 and 13 to 19 provide powers for the Secretary of State to regulate the charging of electric vehicles. Section 20(1) and the Schedule make minor and consequential amendments in relation to automated vehicles.
