Coming into force in accordance with article 1
The Secretary of State for Transport makes this Instrument in exercise of the powers conferred by section 16(3), (5)(a) and (6)(b) of the Highways Act 1980(1), and now vested in him(2).
In accordance with section 16(8) of that Act, the Secretary of State has taken into consideration the requirements of local and national planning, including the requirements of agriculture, and is satisfied as to expediency.
This Scheme is confirmed in compliance with the provisions of part II of Schedule 1 to that Act.
1. This Instrument may be cited as the Highways England Company Limited M11 Harlow North Junction (7A) (Slip Roads, Special Roads) Scheme 2018 Confirmation Instrument 2019 and shall come into force on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.
2. The Highways England Company Limited M11 Harlow North Junction (7A) (Slip Roads, Special Roads) Scheme 2018 ("the Scheme") is hereby confirmed with modifications.
3. The Scheme as confirmed is set out in the Schedule hereto and copies of the Scheme with its accompanying plan are deposited at the offices of the Department for Transport, Room F13, Ashdown House, St Leonards on Sea, Hastings, East Sussex, TN37 7GA and at the offices of Highways England Company Limited, Lateral, 8 City Walk, Leeds LA11 9AT.

Highways England Company Limited being a strategic highways company and the highway authority for the M11 motorway makes this Scheme in exercise of powers conferred by sections 16, 17 and 19 of the Highways Act 1980:–
1. Highways England Company Limited are authorised to provide special roads in relation to the motorway for the use of traffic of Classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980 along the routes described in the Schedule to this Scheme for the purpose of connecting the M11 Motorway with another highway at the place stated in that Schedule.
2. The centre line of each of the special roads is indicated by a heavy black line on the deposited plan.
3. Each of the special roads shall become a trunk road on the date when this Scheme comes into force.
4. In this Scheme –
(i) | "the special roads" | means the special roads which Highways England Company Limited are authorised by this Scheme to provide; |
(ii) | "the deposited plan" | means the plan marked "The Highways England Company Limited M11 Harlow North Junction (7A) (Slip Roads, Special Roads) Scheme 2018", signed on behalf of, and deposited at the offices of Highways England Company Limited, Lateral, 8 City Walk, Leeds LS11 9AT; a duplicate copy has been deposited at the offices of the Secretary of State for Transport. |
(iii) | "the new dumbbell roundabout" | means the new road, dumbbell roundabout and overbridge to be constructed by Essex County Council as a classified road; |
(iv) | the motorway" | means the special road known as the M11 Motorway; and |
(v) | "the Schedule" | Means the Schedule to this Scheme. |
5. This Scheme may be cited as "The Highways England Company Limited M11 Harlow North Junction (7A) (Slip Roads, Special Roads) Scheme 2018" and this Scheme shall become operative on the date on which the Secretary of State publishes a notice in accordance with paragraphs 1 & 4 of Schedule 2 of the Highways Act 1980 stating it has been confirmed.
The routes of the slip roads are as follows:
Junction with the new dumbbell roundabout, approximately 6km north of existing Junction 7, to the north of Moor Hall Road/Matching Road crossing and to the south of Sheering Village in the Parish of Matching, in the District Authority area of Epping Forest to link with the extended and improved local road leading to the B183.
1. A route (given the reference number 1 on the deposited plan) from the northbound carriageway of the M11 Motorway to the western roundabout of the new dumbbell roundabout.
2. A route (given the reference number 2 on the deposited plan) from the eastern roundabout of the new dumbbell roundabout to the southbound carriageway of the M11 Motorway.
3. A route (given the reference number 3 on the deposited plan) from the western roundabout of the new dumbbell roundabout to the northbound carriageway of the M11 Motorway.
4. A route (given the reference number 4 on the deposited plan) from the southbound carriageway of the M11 Motorway to the eastern roundabout of the new dumbbell roundabout.

This Instrument confirms a Scheme to provide four special roads to connect the northbound and southbound carriageway of the M11 Motorway to a new dumbbell roundabout to be constructed to link with the extended and improved local road leading to the B183.
The Secretary of State has modified this scheme as follows:
In the title of the Scheme at the head of the Scheme "Highways England Company Limited" is added between "The" and "Harlow North Junction".
1980 c. 66. Section 16 is amended by the Planning Act 2008 (c.29), paragraph 24 of Schedule 2 and the Infrastructure Act 2015 (c.7), paragraphs 13(2) to (4) of Schedule 1.
