The Treasury make the following Regulations in exercise of the power conferred by section 72(5) of the Scotland Act 2016(1):
1. These Regulations may be cited as the Scotland Act 2016 (Commencement No. 3) Regulations 2016.
2. The day appointed for the coming into force of the following provisions of the Scotland Act 2016 is 1st April 2017-
(a)section 20 (amendments to the powers of the Scottish Ministers to borrow);
(b)section 21 (provision of information to the Office for Budget Responsibility); and
(c)section 67 (destination of fines, forfeitures and fixed penalties).

These Regulations bring into force specified provisions of the Scotland Act 2016. Regulation 2 lists the provisions which come into force on 1st April 2017.
