The Secretary of State deems it necessary in the public interest to restrict flying in the vicinity of Edinburgh by reason of the intended holding of the Glasgow 2014 Commonwealth Games' Diving Event that is scheduled to take place there from and including 30th July to and including 2nd August 2014.
The Secretary of State makes these Regulations in exercise of the powers conferred by article 161 of the Air Navigation Order 2009(1).
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Glasgow 2014 Commonwealth Games, Diving Event, Edinburgh) Regulations 2014 and come into force on 30th July 2014.
2. All times referred to in these Regulations are Co-ordinated Universal Time.
3. (1) Subject to paragraph (2), between 0700 hours and 2230 hours on 30th and 31st July and 1st and 2nd August 2014 no aircraft is to fly below 6,000 feet above mean sea level within the area bounded by a circle having a radius of 2 nautical miles whose centre is at 555622N 0031020W.
(2) Paragraph (1) does not apply to any aircraft-
(a)making an instrument approach to, or instrument departure from, Edinburgh Airport while under the control of the air traffic control unit at-
(i)Edinburgh Airport; or
(ii)Prestwick Air Traffic Control Centre;
(b)flying in the service of-
(i)Police Scotland;
(ii)the National Police Air Service;
(iii)the Scottish Air Ambulance Service;
(iv)the Helicopter Emergency Medical Service;
(v)the Maritime and Coastguard Agency; or
(vi)Sunset and Vine Global Television Limited(2);
(c)flying in accordance with the permission of the Chief Constable of Police Scotland.

From 30th July to 2nd August 2014 (inclusive) the Commonwealth Pool, Edinburgh, will be the venue for the Glasgow 2014 Commonwealth Games' diving events. For security and public safety reasons, the Chief Constable of Police Scotland has requested the Secretary of State to make Restriction of Flying Regulations for the area in the vicinity of Edinburgh. This request has been endorsed by the Safety and Airspace Regulation Group of the Civil Aviation Authority.
These Regulations establish a restricted zone in the specified airspace over the Commonwealth Games' diving event venue. That restricted zone applies from 0800 hours British Summer Time to 2330 hours British Summer Time on 30th and 31st July and 1st and 2nd August 2014.
Full details of the restricted airspace will be promulgated by Aeronautical Information Circular and Notice To Airmen.
