The Secretary of State deems it necessary in the public interest to restrict flying in the vicinity of Glasgow by reason of the intended holding of certain Commonwealth Games' events. The restrictions will take place there from and including 21st July to and including 3rd August 2014.
The Secretary of State makes these Regulations in exercise of the powers conferred by article 161 of the Air Navigation Order 2009(1).
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Glasgow 2014 Commonwealth Games, Glasgow Restricted Zone EGR503) Regulations 2014 and come into force on 1st May 2014.
2. All times referred to in these Regulations are Co-ordinated Universal Time.
3. (1) Subject to paragraphs (2) to (5) from 0001 hours on 21st July 2014 to 2259 hours on 3rd August 2014 no aircraft is to fly below 6,000 feet above mean sea level within the area bounded by straight lines joining successively the following points-
(a)560022N 0043300W;
(b)560400N 0042000W;
(c)560130N 0040435W;
(d)560008N 0035500W;
(e)555724N 0035417W;
(f)554806N 0035411W;
(g)554125N 0035632W;
(h)553700N 0042847W;
(i)553827N 0043300W; and
(j)560022N 0043300W.
(2) Paragraph (1) does not apply in the airspace extending from the surface to 6,000 feet above mean sea level within the area bounded by a circle having a radius of 6 nautical miles whose centre is at 555017N 0041343W.
(3) Paragraph (1) does not apply from 0800 hours to 1900 hours on 24th July and from 0930 hours to 1600 hours on 26th July 2014 in the airspace extending from the surface to 6,000 feet above mean sea level bounded by-
(a)the clockwise arc of a circle having a radius of 3 nautical miles centred at 554711N 0040127W extending from 555000N 0040304W to 554600N 0040615W; and
(b)the anti-clockwise arc of a circle having a radius of 6 nautical miles centred at 555017N 0041343W extending from 554600N 0040615W to 555000N 0040304W.
(4) Paragraph (1) does not apply from 0700 hours to 1630 hours on 31st July 2014 in the airspace extending from the surface to 6,000 feet above mean sea level within the area bounded by-
(a)straight lines joining successively the following points-
(i)555615N 0041254W,
(ii)555722N 0040208W,
(iii)555247N 0035900W,
(iv)555125N 0040316W, and
(b)the anticlockwise arc of a circle having a radius of 6 nautical miles whose centre is at 555017N 0041343W between 555125N 0040316W and 555615N 0041254W.
(5) Paragraph (1) does not apply to any aircraft-
(a)making an approach to, or departing from, Glasgow Airport or Edinburgh Airport while under the control of the air traffic control unit at-
(i)Glasgow Airport;
(ii)Edinburgh Airport; or
(iii)Prestwick Air Traffic Control Centre;
(b)flying in the service of-
(i)Police Scotland;
(ii)the National Police Air Service;
(iii)the Scottish Air Ambulance Service;
(iv)the Helicopter Emergency Medical Service; or
(v)the Maritime and Coastguard Agency;
(c)which is-
(i)flying in accordance with the permission of Hermes (the airspace management cell established at Glasgow Air Traffic Control Unit);
(ii)maintaining 2-way radio communication with Glasgow Airport Air Traffic Control;
(iii)squawking and maintaining the discrete transponder code assigned for the aircraft by Glasgow Airport Air Traffic Control; and
(iv)receiving an air traffic service from, and complying with the instructions of, Glasgow Airport Air Traffic Control.
(d)flying in accordance with the permission of the Secretary of State;
(e)which is-
(i)flying in the service of Sunset and Vine Global Television Limited(2); and
(ii)operating in accordance with the conditions set out in the Schedule.

Regulation 3(5)(e)(ii)
1. The conditions referred to in regulation 3(5)(e)(ii) are as follows.
2. No person may be carried in the aircraft apart from the flight crew and any camera crew or other personnel in the service of Sunset and Vine Global Television Limited, each of whom must hold an accreditation issued by or on behalf of the Organising Committee of the Glasgow Commonwealth Games.
3. The aircraft must be operating from the heliport at Linthouse Road, Glasgow (555128N 0042003W) or Glasgow Airport (555219N 0042559W).
4. Subject to paragraph 5, not less than 40 days before the aircraft flies, the operator of the aircraft must provide the Chief Constable of Police Scotland with the aircraft nationality and registration mark and the assigned International Civil Aviation Organisation 24-bit HEX code for the aircraft.
5. If the aircraft is a replacement aircraft for an aircraft whose aircraft registration and 24-bit HEX code has been provided previously under paragraph 4, the operator of the aircraft must provide the aircraft nationality and registration mark and the assigned International Civil Aviation Organisation 24-bit HEX code for the replacement aircraft to the Chief Constable of Police Scotland at least 24 hours before its first flight.
6. The flight programmes for all flights by the aircraft on each day while the restricted zone is in force must be provided by the operator of the aircraft to the Glasgow Airport Air Traffic Control Watch Manager by 2100 hours on the day before the intended flights and must also be confirmed by the operator to the Glasgow Airport Air Traffic Control Watch Manager not less than 2 hours before the first flight.
7. Any changes to the expected timings of flights in the flight programme or the timing of any additional flights must be provided to the Glasgow Airport Air Traffic Control Watch Manager by the operator of the aircraft as soon as they become known to the operator, but not less than 30 minutes prior to take-off in any event.
8. In relation to each task to be flown, the flight programme must specify-
(a)the take-off location and the route and duration of the flight;
(b)the names of the flight crew, the camera crew and any other passengers; and
(c)the aircraft nationality and registration mark.
9. The aircraft must transpond and maintain the 4-digit transponder code assigned for the aircraft.
10. The pre-agreed duress call must be used by the aircraft if it is subject to unlawful interference.

During July and August 2014 the area around Glasgow will be the venue for certain Glasgow 2014 Commonwealth Games' events. For security and public safety reasons, the Chief Constable of Police Scotland has requested the Secretary of State to make Restriction of Flying Regulations for the airspace above Glasgow. This request has been endorsed by the Safety and Airspace Regulation Group of the Civil Aviation Authority.
These Regulations place restrictions on flights within the specified zone of airspace for the period from 0101 hours British Summer Time on 21st July 2014 to 2359 hours British Summer Time on 3rd August 2014.
Within that restricted zone are three prohibited zones, as follows;
(a)the main prohibited zone that generally covers the Commonwealth Games venues in Glasgow and is established by the Air Navigation (Restriction of Flying) (Glasgow 2014 Commonwealth Games, Glasgow Prohibited Zone EGP502) Regulations 2014 (S.I. 2014/437),
(b)the prohibited zone that covers the triathlon event and is established by the Air Navigation (Restriction of Flying) (Glasgow 2014 Commonwealth Games, Triathlon Event, Strathclyde Country Park, North Lanarkshire Prohibited Zone) Regulations 2014 (S.I. 2014/438), and
(c)the prohibited zone that covers the cycling time trial event and is established by the Air Navigation (Restriction of Flying) (Glasgow 2014 Commonwealth Games, Cycle Time Trial Event, Muirhead, North Lanarkshire Prohibited Zone) Regulations 2014 (S.I. 2014/439).
