The Gas and Electricity Markets Authority(1) (the -Authority-) makes the following Regulations in exercise of the powers conferred by sections 39, 39A, 39B, 42A and 60 of the Electricity Act 1989(2);
In accordance with section 40B(1) of that Act, the Authority has considered the results of research to discover the views of a representative sample of persons likely to be affected by these Regulations;
In accordance with section 40B(4) of that Act, the Authority has consulted the National Consumer Council(3), electricity licence holders, and persons and bodies appearing to be representative of persons likely to be affected by these Regulations;
The Secretary of State has consented to making these Regulations in accordance with sections 39(1), 39A(1) and 39B(3) and (5) of that Act.
1.-(1) These Regulations may be cited as the Electricity (Standards of Performance) (Amendment) Regulations 2010 and come into force on 1st October 2010.
(2) In these Regulations, -the earlier Regulations- means the Electricity (Standards of Performance) Regulations 2010(4).
2.-(1) The earlier Regulations are amended as follows:
(a)regulation 13 (estimate of charges for connection) is revoked;
(b)in regulation 19 (appointments), after paragraph (1) insert-
-(1A) But this regulation does not apply to a visit arising out of the application of the Electricity (Connection Standards of Performance) Regulations 2010(5).-;
(c)in regulation 21(2)(a) (payments), for -11 to 15 inclusive,- substitute -11, 12, 14, 15-;
(d)in regulation 23(1) (timing of notification), omit -13,-;
(e)in regulation 24(1) (notice of rights), for -5 to 15 inclusive- substitute -5, 6, 7, 8, 9, 10, 11, 12, 14 and 15,-;
(f)in the table in Part 1 of Schedule 1, omit the rows which refer to paragraphs (2) and (3) of regulation 13.
3.-(1) Nothing in regulation 2 affects the application of any provision of the earlier Regulations to a situation where, for the purposes of regulation 13 of those Regulations, the applicable date occurred before the coming into force of these Regulations.
(2) In this regulation, the -applicable date- has the meaning given to it in the earlier Regulations.

These Regulations amend the Electricity (Standards of Performance) Regulations 2010 (S.I 2010/698) (the -earlier Regulations-).
Regulation 13 of the earlier Regulations, the -Estimate of charges for connection- standard, is revoked, and associated references are deleted, as that standard is the subject of the Electricity (Connection Standards of Performance) Regulations 2010 (S.I. 2010/2088) from 1st October 2010.
Regulation 19 of the earlier Regulations, the -Appointments- standard, is amended so that it does not apply to a visit arising out of the application of the Electricity (Connection Standards of Performance) Regulations 2010.
The Gas and Electricity Markets Authority was established under section 1(1) of the Utilities Act 2000 (c.27).
1989 c.29: section 39 was amended by paragraph 32 of Schedule 6 to the Utilities Act 2000 (c.27) sections 39A and 39B were inserted by section 54(2) of the Utilities Act 2000 and section 42A was inserted by section 58 of the Utilities Act.
The National Consumer Council was established under section 1(1) of the Consumers, Estate Agents and Redress Act 2007 (c.17).
