The Secretary of State makes the following Order in exercise of the powers conferred by section 165(4) of, and paragraph 7(3) of Schedule 12 to, the Greater London Authority Act 1999(1).
1. This Order may be cited as the Transport for London (East London Line) Transfer Scheme 2009 Confirmation Order 2009 and comes into force on 15th September 2009.
2. The Transport for London (East London Line) Transfer Scheme 2009, which was made by Transport for London on 1st July 2009, and approved by the Mayor of London on 18th July 2009, is confirmed.

The Transport for London (East London Line) Transfer Scheme 2009 ("Transfer Scheme") was made by Transport for London ("TfL") on 1st July 2009, pursuant to section 165(1) of, and Schedule 12 to, the Greater London Authority Act 1999, and was approved by the Mayor of London on 18th July 2009, pursuant to section 165(2) of that Act. The Transfer Scheme provides for the transfer of property, rights and liabilities relating to the East London Line from TfL and from one of its subsidiaries, London Underground Limited ("LUL"), to another TfL subsidiary, Rail for London Limited ("RfL"). The Transfer Scheme also transfers statutory functions relating to the East London Line from LUL to RfL.
This Order confirms the Transfer Scheme. A version of the Transfer Scheme that has been redacted to remove personal data is available on TfL´s website at www.tfl.gov.uk/corporate/projectsandschemes/networkandservices/eastlondonrailway/2111.aspx. Alternatively, the redacted version may be inspected at, or a copy obtained by post from, Transport for London, Windsor House, 42-50 Victoria Street, London, SW1H 0TL.
An impact assessment has not been produced, because no impact on the costs of business, the public sector, third sector organisations, regulators or consumers is foreseen. An Explanatory Memorandum has been prepared and is available alongside the instrument on the OPSI website.
