The Secretary of State makes the following Order in exercise of the powers conferred by paragraphs 2(1) and 3 of Schedule 3A to the National Lottery etc. Act 1993[
1].
In accordance with paragraph 2(4) of Schedule 3A to that Act she has received an application made for the purpose by the bodies proposing to participate in the joint scheme, namely the Arts Council of England, the Big Lottery Fund, the Trustees of the National Heritage Memorial Fund and the English Sports Council.
Citation, commencement and interpretation

—(1) This Order may be cited as the Awards for All (England) Joint Scheme (Authorisation) Order 2007 and shall come into force on 1st April 2007.
(2) In this Order—
"the Act" means the National Lottery etc. Act 1993; and
any reference to a joint scheme is to a joint scheme falling within section 25B of the Act[2].
Authorisation of the joint scheme

—(1) The Secretary of State hereby authorises the Awards for All (England) joint scheme ("the joint scheme") which is contained in the agreement entered into on 12th February 2007 between the Arts Council of England, the Big Lottery Fund, the Trustees of the National Heritage Memorial Fund and the English Sports Council.
(2) The Schedule to this Order (which, pursuant to paragraph 3 of Schedule 3A to the Act, contains a brief description of the nature and purposes of the joint scheme and other particulars of the scheme) shall have effect.
Revocation
3.
The Awards for All (England) Joint Scheme (Authorisation) Order 2006[3] is hereby revoked.

SCHEDULEArticle 2(2)
PARTICULARS OF THE AWARDS FOR ALL (ENGLAND) JOINT SCHEME
1.
The bodies participating in the joint scheme are the Arts Council of England, the Big Lottery Fund, the Trustees of the National Heritage Memorial Fund and the English Sports Council.
2.
The joint scheme provides for the making of grants of not less than £50 and not more than £10,000 to support community activities—
(a) on or connected with the arts,
(b) on or connected with sport,
(c) on or connected with the national heritage,
(d) on or connected with small scale projects in local communities which involve people within those communities,
and which meet one or more of the following programme aims—
(i) to extend access for, and participation by, members of local communities in the activities described in sub-paragraphs (a) to (d),
(ii) to increase skill and creativity of those participating in the activities,
(iii) to improve the quality of life of those participating in the activities.

The joint scheme applies to England only.
4.
The maximum amount of money that may be distributed under section 25(1) of the 1993 Act under the joint scheme is £120 million ("the scheme amount"). The maximum amount which may be distributed under section 25(1) of the Act in any year is the amount remaining of the scheme amount at the beginning of the year.
5.
The money to be distributed under section 25(1) of the 1993 Act is attributable to each of the participating bodies in the following proportions, that is to say—
(a) as to the Arts Council of England, 11.19% ,
(b) as to the Big Lottery Fund, 71.06% ;
(c) as to the Trustees of the National Heritage Memorial Fund, 7.1% , and
(d) as to the English Sports Council, 10.65% .
6.
The joint scheme will have effect for a period of two years ending on 31st March 2009.
EXPLANATORY NOTE
(This note is not part of the Order)
This Order authorises the Awards for All (England) joint scheme the details of which are set out in the Schedule. The joint scheme is contained in the agreement entered into on 12th February 2007 between the Arts Council of England, the Big Lottery Fund, the National Heritage Memorial Fund (operating under the name of the Heritage Lottery Fund) and the English Sports Council (operating under the name of Sport England).
