POLICE

The National Criminal Intelligence Service (Secretary of State's Objectives) Order 2002

  Made 21st March 2002 
  Laid before Parliament 26th March 2002 
  Coming into force 1st April 2002 

In exercise of the powers conferred upon him by section 26(1) of the Police Act 1997[1], after consultation in accordance with section 26(2) of that Act, the Secretary of State hereby makes the following Order:

     1. This Order may be cited as the National Criminal Intelligence Service (Secretary of State's Objectives) Order 2002 and shall come into force on 1st April 2002.

    
2. The NCIS (Secretary of State's Objectives) Order 1999[2] is hereby revoked.

     3. The objectives for the National Criminal Intelligence Service are - 

    (a) to provide high quality assessments and actionable intelligence, where appropriate in partnership with other law enforcement agencies, in support of:

      (i) the Government's interagency strategy for reducing the supply of class A controlled drugs in the United Kingdom; and

      (ii) the Government's interagency strategy for combating organised immigration crime (people smuggling and human trafficking) affecting the United Kingdom;

    (b) to provide high quality assessments and actionable intelligence in order to increase disruption of criminal enterprises engaged in other forms of serious and organised crime within or affecting the United Kingdom, according to agreed priorities, and maximising mutual support and co-operation with law enforcement agencies at local, national and international levels.

EXPLANATORY NOTE

(This note is not part of the Order)


This Order sets out the Secretary of State's objectives for the National Criminal Intelligence Service ("NICS"). These objectives replace those set out in the NCIS (Secretary of State's Objectives) Order 1999 which is revoked by this Order. Section 2(4)(a) of the 1997 Act requires the NCIS Service Authority to have regard to these objectives in the discharge of its functions. Section 4 of the 1997 Act requires the NCIS Service Authority to issue a service plan which must give particulars of these objectives.
