In exercise of the powers conferred upon him by section 37(1) of the Police Act 1996[
1], after consultation in accordance with section 37(2) of that Act, the Secretary of State hereby makes the following Order:
1.
This Order may be cited as the Police (Secretary of State's Objectives) Order 2002 and shall come into force on 1st April 2002.
2.
The Police (Secretary of State's Objectives) (No. 3) Order 1999[
2] is hereby revoked.
3.
The objectives for the policing of the areas of all police authorities established under section 3 of the Police Act 1996 and of the Metropolitan Police Authority are -
(a) to help create safe communities by reducing crime, anti-social behaviour and disorder through effective partnership working, including reducing the availability and use of Class A drugs;
(b) to reduce the fear of crime in all sections of the community and in particular to increase the trust and confidence in policing amongst minority ethnic communities; and
(c) to increase the number of offences for which offenders, and particularly persistent offenders, are caught and brought to justice, in partnership with other criminal justice agencies.

EXPLANATORY NOTE
(This note is not part of the Order)
This Order sets out the Secretary of State's objectives for the policing of the areas of all police authorities established under section 3 of the Police Act 1996 and of the Metropolitan Police Authority. Section 6(2)(a) of the 1996 Act requires police authorities to have regard to these objectives in the discharge of their functions. Local policing objectives determined under section 7 of the 1996 Act must be consistent with these objectives. Section 8 of the 1996 Act requires police authorities to issue local policing plans which must give particulars of these objectives.
