(This note is not part of the Regulations)
These Regulations amend the Water Industry (Charges) (Vulnerable Groups) Regulations 1999 ("the 1999 Regulations"), which require water and sewerage undertakers' charges schemes to reflect provision for certain groups of people on low incomes who receive child benefit for three or more children or who need significantly more water because of a medical condition, and state the nature of the assistance to be provided to those groups.
Regulation 2 amends regulation 2(2) of the 1999 Regulations so as to provide assistance for households where extra water is needed for a dependent child suffering from a medical condition, and makes a minor amendment to regulation 3 of those Regulations.
1991 c. 56; section 143A was inserted by section 5 of the Water Industry Act 1999 (c. 9). The functions of the Secretary of State under section 143A were transferred, so far as exercisable in relation to any water or sewerage undertaker whose area is wholly or mainly in Wales, to the National Assembly for Wales by the National Assembly for Wales (Transfer of Functions) (No. 2) Order 1999 (S.I. 1999/2787), art. 3.
