The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 157(1) of the Greater London Authority Act 1999(1) and of all other powers enabling him in that behalf, and with the consent of the Treasury, hereby makes the following Order:-
1. This Order may be cited as the Transport for London (Specified Activities) Order 2000 and shall come into force on 3rd July 2000.
2.-(1) In this Order-
"the 1999 Act" means the Greater London Authority Act 1999; and
"specified activity" means an activity which-
may be carried on in the discharge of a function conferred on Transport for London by a provision of the 1999 Act specified in column (2) in relation to an item in the Schedule to this Order, of which a general description is given in column (3); and
where a limitation is specified in column (4) of that Schedule in relation to such an item, is carried on as so specified.
(2) For the purposes of this Order an activity shall be taken to be carried on in the discharge of a function if it is done in relation to that function by virtue of paragraph 1(3) of Schedule 10 (incidental powers of Transport for London) or paragraph 32 of Schedule 11 to the 1999 Act (power of Transport for London to do anything necessary or expedient for the discharge of a function).
(3) In the Schedule to this Order, "fee" does not include any charge which is made by Transport for London on terms which provide for the reimbursement of the whole or part of its costs only.
3. Transport for London shall not carry on any specified activity except through a company limited by shares and registered under the Companies Act 1985(2) which is-
(a)a subsidiary of Transport for London; and
(b)a company which Transport for London formed, or joined with others in forming, by virtue of section 156(1) of the 1999 Act and which does not fall within paragraph (a) of this article.

This Order provides that Transport for London is not to carry on any of the activities specified in the Schedule, except through a subsidiary company or a company which Transport for London has formed or joined with others in forming under section 156(1) of the Greater London Authority Act 1999.
