Whereas under section 30(3) of the Northern Ireland (Emergency Provisions) Act 1996(1) the Secretary of State may by order add to Schedule 2 to that Act any organisation that appears to her to be concerned in terrorism or in promoting or encouraging it:
And whereas it appears to me that by reason of urgency it is necessary to make this Order without a draft thereof having been approved by resolution of each House of Parliament:
Now, therefore, in exercise of the powers conferred upon me by section 30(3) of the said Act of 1996, I hereby make the following Order:
1. This Order may be cited as the Northern Ireland (Emergency Provisions) Act 1996 (Amendment) Order 1999 and shall come into force on 4th March 1999.
2. The following organisations, that is to say-
"The organisation using the name "The Orange Volunteers" and being the organisation in whose name a statement described as a press release was published on 14th October 1998"; and
"The Red Hand Defenders"
are hereby added to Schedule 2 to the Northern Ireland (Emergency Provisions) Act 1996(2) (which specifies organisations which are proscribed organisations for the purposes of that Act).

This Order adds two organisations to the list of proscribed organisations contained in Schedule 2 to the Northern Ireland (Emergency Provisions) Act 1996, with effect from 4th March 1999. The organisations are The Red Hand Defenders, and the organisation using the name "The Orange Volunteers" and being the organisation in whose name a statement described as a press release was published on 14th October 1998. A copy of such a statement has been placed in the Libraries of both Houses of Parliament.
Schedule 2 to the 1996 Act was amended by Article 2 of the Northern Ireland (Emergency Provisions) Act 1996 (Amendment) Order 1997 (S.I. 1997/1403).
