The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 6(1) and (3) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, and after consultation with the Commissioner of Police of the Metropolis pursuant to section 7(6) of that Act(2), hereby makes the following Order:
1. This Order may be cited as the A40 Trunk Road (Western Avenue, London Borough of Ealing) (Prohibition of U-Turn) Order 1999 and shall come into force on 13th December 1999.
2. In this Order:
"the Trunk Road" means that length of the A40 Trunk Road in the London Borough of Ealing known as Western Avenue; and
"Western Circus" means the junction known by that name in the London Borough of Ealing and on the border between the borough and the London Borough of Hammersmith and Fulham.
3. Save as provided in article 4 below, no person shall cause or permit any vehicle proceeding in the eastbound carriageway of the Trunk Road to make a U-turn at Western Circus so as to proceed in the opposite direction.
4. Nothing in article 3 above shall apply to-
(a)any vehicle being used for Police, Fire Brigade or Ambulance purposes, or
(b)anything done at the direction of, or with the permission of, a constable in uniform or a traffic warden.
