The Secretary of State for the Environment, Transport and the Regions in exercise of the powers conferred upon him by section 79(2) and (3) of the Housing Grants, Construction and Regeneration Act 1996(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1.-(1) These Regulations may be cited as the Home Repair Assistance (Extension) (England) Regulations 1999 and shall come into force on 17th November 1999.
(2) These Regulations extend to England only.
2. The availability of home repair assistance shall be extended by treating income-based jobseeker's allowance(2) as one of the benefits listed in subsection (1)(e) of section 77 (entitlement to home repair assistance) of the Housing Grants, Construction and Regeneration Act 1996.

For entitlement to home repair assistance a local housing authority have to be satisfied that the conditions set out in section 77(1) of the Housing Grants, Construction and Regeneration Act 1996 apply. These include the condition that the applicant or his partner is in receipt of a benefit listed in subsection (1)(e). These Regulations enable income-based jobseeker's allowance to be treated as a benefit within that subsection.
These Regulations extend to England only.
