In exercise of the powers conferred upon the Secretary of State by section 14(7) of the Football Spectators Act 1989(1), I hereby make the following Order:
1. This Order may be cited as the Football Spectators (Designation of Enforcing Authority) Order 1999 and shall come into force on 27th September 1999.
2. The Football Spectators (Designation of Enforcing Authority) Order 1990(2) is hereby revoked.
3. The organisation established under section 57 of the Police Act 1996(3) which was previously known as the Football Spectators Restriction Orders Authority and is from the date of coming into force of this Order to be known as the Football Banning Orders Authority is hereby designated as the enforcing authority for the purposes of Part II of the Football Spectators Act 1989.

This Order designates the organisation referred to in article 3 as the enforcing authority for the purposes of Part II of the Football Spectators Act 1989. That authority has the functions set out in sections 19 and 20 of that Act. Amongst other changes, the Football (Offences and Disorder) Act 1999 (c. 21) amended the 1989 Act by changing the name of restriction orders to international football banning orders.
1989 c. 37; section 14(7) was amended by paragraph 42 of Schedule 7 to the Police Act 1996 (c. 33).
