Whereas the Secretary of State has, in accordance with section 11(5) of the Consumer Protection Act 1987(1), consulted such organisations as appear to him to be representative of interests substantially affected by these Regulations and such other persons as he considers appropriate:
Now, therefore, the Secretary of State, in exercise of the powers conferred upon him by section 11 of that Act, hereby makes the following Regulations:
1. These Regulations may be cited as the Cigarette Lighter Refill (Safety) Regulations 1999 and shall come into force on 1st October 1999.
2. No person shall supply any cigarette lighter refill canister containing butane or a substance with butane as a constituent part to any person under the age of eighteen years.

These Regulations prohibit the supply of cigarette lighter refill canisters containing butane to persons under the age of eighteen. By virtue of section 12 of the Consumer Protection Act 1987, contravention of these Regulations constitutes an offence (punishable on summary conviction by imprisonment for a term not exceeding six months or by a fine not exceeding level 5 on the standard scale or by both).
