The Secretary of State, being a Minister designated(1) for the purpose of section 2(2) of the European Communities Act 1972(2) in relation to measures relating to the interruption or reduction in part or completely economic relations with one or more countries which are not Member States, in exercise of the powers conferred on him by that section hereby makes the following Regulations:
1. These Regulations may be cited as the Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) (Amendment) Regulations 1999 and shall come into force on 14th July 1999.
2. In regulation 3 of the Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) Regulations 1998(3), for the word "licence" where it first appears, substitute the words "a licence in writing".

These Regulations amend the Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) Regulations 1998 by requiring all licences granted by the Secretary of State to be in writing.
