The Secretary of State for the Environment, Transport and the Regions in exercise of the powers conferred by section 17(2) and (3) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 134(2) of that Act, hereby makes the following Regulations:-“
1. These Regulations may be cited as the Motorways Traffic (M621 Motorway) Regulation 1999 and shall come into force on 17th May 1999.
2. In these Regulations "the specified length of carriageway" means that part of the northbound carriageway of the M621 Motorway in the City of Leeds which lies between-“
(a)a point 145 metres east of the centre line of the Belle Isle Bridge; and
(b)a point 96 metres west of the centre line of Alpha Street Footbridge.
3. Regulation 12 of the Motorways Traffic (England and Wales) Regulations 1982(2) (restriction on use of right hand or off side lane) shall not apply to any vehicle using the specified length of carriageway.

These Regulations disapply regulation 12 of the Motorways Traffic (England and Wales) Regulations 1982 (which prohibits certain vehicles from using the right hand or off side lane of a motorway carriageway with 3 or more lanes) in relation to the length of the northbound carriageway of the M621 Motorway defined in regulation 2.
