1. These Regulations may be cited as the Motor Vehicles (Driving Licences) (Amendment) (No. 3) Regulations 1997 and shall come into force-
(a)as to regulations 1 and 2 on 31st March 1997, and
(b)as to regulation 3 on 1st April 1997.
2. Regulation 4(3) of the Driving Licences (Amendment) (No. 2) Regulations 1997(3) is hereby revoked.
3. For regulation 3(2)(a)(i) of the Motor Vehicles (Driving Licences) Regulations 1996(4) there shall be substituted-
"(i)surrendered to the Secretary of State or is revoked otherwise than by notice under section 93(1) or (2) of the Traffic Act (revocation because of disability or prospective disability), or".

These Regulations further amend the Motor Vehicles (Driving Licences) Regulations 1996 by modifying the provision which determines, for the purpose of interpreting those regulations, when a licence ceases to be in force. They substitute a new provision for regulation 4(3) of the Motor Vehicles (Driving Licences) (Amendment) (No. 2) Regulations 1997, which is defectively drafted and which would otherwise come into force on 1st April 1997.
