In exercise of the powers conferred on the Secretary of State by section 19(10)(c) and 35(1) of the Jobseekers Act 1995(1), and of all other powers enabling her in that behalf, and after agreement by the Social Security Advisory Committee that proposals in respect of these Regulations should not be referred to it(2), the Secretary of State for Education and Employment, by this instrument, hereby makes the following Regulations:
1. These Regulations may be cited as the Jobseeker's Allowance (Amendment) Regulations 1997 and shall come into force on 13th March 1997.
2.-(1) Regulation 75 of the Jobseeker's Allowance Regulations 1996(3) shall be amended in accordance with the following provisions of this regulation.
(2) In paragraph (1)(a)(iii), the word "and" shall be deleted where it occurs on the second occasion.
(3) After paragraph (1)(a)(iii) there shall be inserted the following head-
"(iiia)Jobfinder, being a programme of up to 7 interviews to give advaice, support and guidance in jobsearch and with emphasis on obtaining employment as soon as possible; and".

These Regulations amend regulation 75 of the Jobseeker's Allowance Regulations 1996. Amongst other things, regulation 75 prescribes the meaning of "an employment programme" for the purposes of section 19 of the Jobseekers Act 1995, which relates to the circumstances in which a jobseeker's allowance is not payable to a person even though he satisfies the conditions of entitlement. The amendment adds a new employment programme, called Jobfinder, to the list of programmes in regulation 75.
1995 c. 18. Section 35(1) is an interpretation provision and is cited because of the meanings ascribed to the words "prescribed" and "regulations".
See section 170 and section 173(1)(b) of the Social Security Administra tion Act 1992, 1992 c. 5; paragraph 67 of Schedule 2 to the Jobseekers Act 1995 added that Act to the list of "relevant enactments" in respect of which regulations must normally be referred to the Committee.
