The Secretary of State for Wales, in exercise of the powers conferred on him by sections 2(9) and 15(5) of the Local Government Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Local Government Act 1988 (Defined Activities) (Exemptions) (Wales) (Amendment) Order 1997 and shall come into force on 12th December 1997.
2. In article 3 of the Local Government Act 1988 (Defined Activities) (Housing Management) (Exemptions) (Wales) Order 1997(2), for the reference to "2500" there shall be substituted a reference to "4000".
3. In article 2(1)(b) of the Local Government Act 1988 (Security Work) (Exemption) (Wales) Order 1997(3) for the reference to 80 per cent there shall be substituted a reference to 51 per cent.

Article 3 of the Local Government Act 1988 (Defined Activities) (Housing Management) (Exemptions) (Wales) Order 1988 provides that housing management work carried out by county and county borough councils in Wales shall not be defined activities so long as, on 1st April in the immediately preceding year, the housing stock of that council is not more than 2,500. Article 2 of this Order raises the number to 4,000.
Article 2(1)(b) of the Local Government Act 1988 (Security Work) (Exemption) (Wales) Order 1997 provides that security work shall not be a defined activity so long as it is carried out by a defined authority subject to certain conditions. One of the conditions is that an employee of the defined authority carries out the security work at a controlled place for at least 80 per cent of his working time. Article 3 of this Order changes the percentage of working time to 51 per cent.
