The Secretary of State for Transport, being a Minister designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme, in exercise of the powers conferred by that section and of all other powers enabling him in that behalf, hereby makes the following Regulations:-
1. These Regulations may be cited as the Motor Cycle (EC Type Approval) (Amendment) Regulations 1997 and shall come into force on 22nd October 1997.
2.-(1) The Schedule to the Motor Cycle (EC Type Approval) Regulations 1995(3) shall be amended as follows.
(2) The following item shall be inserted after item 10-
"11 | 95/1ߤ | L52, 8.3.95, p.1 | Maximum design speed, maximum torque and maximum net engine power" |
(3) For the note at the end of the Schedule there shall be substituted-
"Note: the Directive marked with a ߤ is a Directive of the European Parliament and the Council. The other Directives are Council Directives."

These Regulations amend the Schedule to the Motor Cycle (EC Type Approval) Regulations 1995 so as to add European Parliament and Council Directive 95/1/EC to the list of separate Directives which relate to the type approval of components.
Directive 95/1/EC relates to the methods of measuring the maximum design speed, maximum engine torque and net maximum engine power of two and three wheeled motor vehicles.
