ROAD TRAFFIC

The Secretary of State for Transport, in exercise of the powers conferred by section 6(1) and (3) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, and after consultation with the Commissioner of Police of the Metropolis pursuant to section 7(6) of that Act(2), hereby makes the following Order:
1. This Order may be cited as the A12 Trunk Road (Colchester Road, Havering) (Prescribed Routes) Order 1997 and shall come into force on 20th January 1997.
2. In this Order -
"Ashton Road" means the road by that name in the London Borough of Havering;
"Colchester Road" means that length of the A12 Trunk Road in the London Borough of Havering known as Colchester Road;
"the junction" means the junction at the intersection of the eastbound carriageway of Colchester Road with the new link road;
"the new link road" means the new road linking Colchester Road with Ashton Road;
"1st triangular island" means the triangular island site on the western side of the junction;
"2nd triangular island" means the triangular island site on the eastern side of the junction; and
"westbound traffic island" means the island site in the westbound main carriageway of Colchester Road which extends 14 metres eastward from its junction with the new link road.
3.-(1) Every person causing or permitting a vehicle to proceed eastbound in Colchester Road shall, if he causes that vehicle to pass to the left of the 1st triangular island, cause it to turn left into the new link road.
(2) Every person causing or permitting a vehicle to proceed eastbound in Colchester Road shall, if he causes that vehicle to pass to the right of the 1st triangular island, cause it to proceed straight ahead.
4.-(1) Every person causing or permitting a vehicle to proceed southbound in the new link road shall, if he causes that vehicle to pass to the left of the 2nd triangular island, cause it to turn left into the eastbound carriageway of Colchester Road.
(2) Every person causing or permitting a vehicle to proceed southbound in the new link road shall, if he causes that vehicle to pass to the right of the 2nd triangular island, cause it to turn right into the westbound carriageway of Colchester Road.
5.-(1) Every person causing or permitting a vehicle to proceed westbound in Colchester Road shall, if he causes that vehicle to pass to the left of the westbound traffic island, cause it to proceed straight ahead.
(2) Every person causing or permitting a vehicle to proceed westbound in Colchester Road shall, if he causes that vehicle to pass to the right of the westbound traffic island, cause it to turn right into the new link road.
6. Nothing in this Order shall apply to anything done at the direction or with the permission of a constable in uniform or traffic warden.
