The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 74, 140(4) and 143(1) of the Local Government Finance Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations-“
1. These Regulations may be cited as the National Park Authorities (Levies) (England) (Amendment) Regulations 1996 and shall come into force on 28th November 1996.
2. In regulation 4(3) of the National Park Authorities (Levies) (England) Regulations 1996(2), insert "local authority" before "members of the National Park authority".

The National Park Authorities (Levies) (England) Regulations 1996 ("the principal Regulations") apply to the issue of levies by National Park authorities to meet their expenses in respect of financial years beginning on or after 1st April 1997. Regulation 4 of the principal Regulations provides for apportionment of the amount which is to be raised by a National Park authority in respect of any financial year by way of levies.
These Regulations amend the definition of the relevant proportion in regulation 4(3) of the principal Regulations.
1988 c. 41. Section 74 was amended by regulation 5 of the Local Government Changes for England (Finance) Regulations 1994 (S.I. 1994/2825), paragraph 72 of Schedule 13 to the Local Government Finance Act 1992 (c. 14), and paragraph 21 of Schedule 6 to the Local Government (Wales) Act 1994 (c. 19). A National Park authority is deemed to be a levying body within the meaning of section 74 by virtue of section 71(2) of the Environment Act 1995 (c. 25).
