CHANGES IN LOCAL GOVERNMENT AREAS

Whereas under section 17(1) of the Local Government (Scotland) Act 1973(1) the Local Government Boundary Commission for Scotland on 8th May 1990 submitted to the Secretary of State a report on a review conducted under section 14(2) of that Act in which they made proposals for the transfer of certain areas between West Lothian District in Lothian Region and Falkirk District in Central Region and in which they also made proposals for changes in electoral arrangements consequential on those changes in local government areas;
Now, therefore, in exercise of the powers conferred on him by section 17(2) of the said Act, and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order to give effect to the proposals of the Local Government Boundary Commission for Scotland as submitted to him:
1. This Order may be cited as the Lothian and Central Regions and West Lothian and Falkirk Districts (Mannerston/Cauldcoats Holdings and M9 Motorway) Boundaries Amend ment Order 1993, and shall come into force on 1st April 1993.
2. In this Order:-
"the 1977 Regulations" means the Local Government Area Changes (Scotland) Regula tions 1977(2); and
"boundary map" means the map prepared by The Scottish Office marked "The Lothian and Central Regions and West Lothian and Falkirk Districts (Mannerston/Cauldcoats Holdings and M9 Motorway) Boundaries Amendment Order 1993" and deposited in accordance with regulation 3 of the 1977 Regulations;
and, in the Schedule to this Order, any reference to a regional boundary is a reference to such a boundary as it exists immediately before the commencement of this Order.
3. Save insofar as they can have no application in relation to the area changes effected by this Order, the provisions of the 1977 Regulations shall apply in relation thereto for the purposes of, or in consequence of, this Order.
4.-(1) That part of West Lothian District in Lothian Region at Mannerston/Cauldcoats Holdings, being the Area A described in Part I of the Schedule to this Order and shown delineated, hatched and marked area "A" on the boundary map, shall be transferred to Falkirk District in Central Region.
(2) Those parts of Falkirk District in Central Region at the M9 motorway being the Areas B and C described in Part II of the Schedule to this Order and shown delineated, hatched and marked respectively areas "B" and "C" on the boundary map, shall both be transferred to West Lothian District in Lothian Region.
5.-(1) Area A described in Part I of the Schedule to this Order (being the Area A transferred by article 4(1) of this Order)-
(a)shall cease to form part of electoral division 1 (Linlithgow) of Lothian Region(3) and of ward 3 (Hopetoun) of West Lothian District(4); and
(b)shall form part of electoral division 25 (Carriden) of Central Region(5) and of ward 18 (Bo'ness Grange) of Falkirk District(6).
(2) Area B described in Part II of the Schedule to this Order (being the Area B transferred by article 4(2) of this Order)-
(a)shall cease to form part of electoral division 25 (Carriden) of Central Region and of ward 18 (Bo'ness Grange) of Falkirk District; and
(b)shall form part of electoral division 1 (Linlithgow) of Lothian Region and of ward 3 (Hopetoun) of West Lothian District.
(3) Area C described in Part II of the Schedule to this Order (being the Area C transferred by article 4(2) of this Order)-
(a)shall cease to form part of electoral division 25 (Carriden) of Central Region and of ward 18 (Bo'ness Grange) of Falkirk District; and
(b)shall form part of electoral division 1 (Linlithgow) of Lothian Region and of ward 2 (St Michaels) of West Lothian District.

The Area bounded by a line commencing at a point on the Central/Lothian regional boundary (Grid Reference NT 04077836) southeastwards along the south side of the A904 road to a point (Grid Reference NT 04637810); then generally northeastwards along the east side of the B9109 road to a point (Grid Reference NT 04747894); then generally eastwards, northwards and northwestwards along the south and thereafter east face of the field fence bounding Mannerston Holdings to rejoin the regional boundary at a point (Grid Reference NT 05487973); then generally southwestwards along that boundary to the point of commencement. The area bounded by a line commencing at a point on the Central/Lothian regional boundary (Grid Reference NT 03837805) northwestwards along the north side of the M9 motorway to a point (Grid Reference NT 02587842); then westwards across the A803 road to a point (Grid Reference NT 02547842); then southwestwards down the centre line of the A803 road to meet the regional boundary at a point (Grid Reference NT 02527833); then southeastwards along that regional boundary to the point of commencement.
The area bounded by a line commencing at a point on the Central/Lothian regional boundary (Grid Reference NT 02167843) eastwards along the north side of the M9 motorway to its intersection with the A803 road (Grid Reference NT 02497836); then northwards along the A803 road to a point (Grid Reference NT 02517843); then eastwards across the A803 road to a point (Grid Reference NT 02547842); then southwestwards down the centre line of the A803 road to meet the regional boundary at a point (Grid Reference NT 02527833); then northwestwards along that regional boundary to the point of commencement.

This Order transfers between Central and Lothian Regions on 1st April 1993 three areas amounting in total to approximately 141.2 hectares and makes consequential changes to electoral arrangements.
The maps annexed to and forming part of this note give a general guide to the areas affected by this Order.
Copies of the detailed boundary map defined in article 2 of this Order may be inspected at the offices of any of the local authorities referred to in this Order, and may be inspected at or purchased from The Scottish Office Environment Department's Map Library, New St Andrew's House, Edinburgh, EH1 3TG.
S.I. 1977/8.
The electoral divisions of Lothian Region were constituted by S.I. 1978/418, and amended by SI 1982/625.
The wards of West Lothian District were constituted by S.I. 1980/99, to which there are amendments not relevant to this Order.
The electoral divisions of Central Region were constituted by S.I. 1977/1984, to which there are amendments not relevant to this Order. See also S.I. 1993/340.
The wards of Falkirk District were constituted by S.I. 1979/1462, to which there are amendments not relevant to this Order.
