The Minister of Agriculture, Fisheries and Food and the Secretary of State, being Ministers designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the Economic Community, acting jointly, in exercise of the powers conferred on them by the said section 2(2), hereby make the following Regulations:
1. These Regulations may be cited as the Horses (Zootechnical Standards) Regulations 1992 and shall come into force on 1st January 1993.
2. In these Regulations,-“
"horse" means a domestic animal of the equine or asinine species or crossbreeds of those species;
"Minister" means in relation to England, the Minister of Agriculture, Fisheries and Food, in relation to Scotland, the Secretary of State for Scotland and, in relation to Wales, the Secretary of State for Wales;
"recognised organisation" means an organisation recognised by the Minister for the purposes of these Regulations;
"stud book" means any book, register, file or data medium-“
which is maintained by a recognised organisation; and
in which horses are entered or registered with mention of all their known ancestors.
3.-(1) The Minister may recognise by notice in writing as a recognised organisation any organisation which satisfies the criteria referred to in the Schedule to these Regulations, which recognition may be withdrawn at any time if the criteria are not satisfied.
(2) Where recognition is refused or withdrawn the refusal or withdrawal (and the reasons for it) shall be given in writing.
(3) A recognised organisation shall maintain or establish a stud book.

Regulation 3(1)(a)
In order to be recognised as a recognised organisation, an organisation shall satisfy the criteria specified in the Annex to Commission Decision 92/353/EEC (OJ No. L192, 11.7.92, p.63) (and see Corrigenda in OJ No. L265, 11.9.92, p.43) laying down the criteria for approval or recognition of organisations and associations which maintain or establish stud books for registered equidae as read with article 1 of Commission Decision 92/354/EEC (OJ No. L192, 11.7.92, p.66) laying down certain rules to ensure coordination between organisations and associations which maintain or establish stud books for registered equidae.

These Regulations implement in part Council Directive 90/427/EEC (OJ No. L224, 18.8.90, p.55) on the zootechnical and genealogical conditions governing intra-Community trade in equidae and their semen, ova and embryos.
Organisations which establish or maintain a stud book must fulfil certain criteria in order to be recognised by the Minister. The criteria are set out in the Annex to Commission Decision 92/353/EEC, as read with article 1 of Commission Decision 92/354 (regulation 3(1)).
