The Secretary of State for the Environment, in exercise of the powers conferred upon him by section 143(1) of, and paragraphs 1 and 2 of Schedule 2 and paragraphs 1 and 2 of Schedule 9 to, the Local Government Finance Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Community Charges and Non-Domestic Rating (Miscellaneous Provisions) (England) (Amendment) Regulations 1992 and shall come into force on 20th February 1992.
2. The amendment made by regulation 3 of these Regulations has effect in relationto community charge demand notices and rate demand notices issued on or after thecoming into force of these Regulations with respect to the financial year beginning on1st April 1992.
3. Regulation 4(2) of the Community Charges and Non-Domestic Rating (Miscellaneous Provisions) (England) Regulations 1991(2) is amended by the substitution for the words "Community Charges and Non-Domestic Rating (Demand Notices) (England) Regulations 1991" of the words "Community Charges and Non-Domestic Rating (Demand Notices) (England) Regulations 1992"(3).

Regulation 4(2) of the Community Charges and Non-Domestic Rating (Miscellaneous Provisions) (England) Regulations 1991 applies where an order under Part IV of the Local Government Act 1972 creates a new parish on the first day of a financial year. It makes provision for the modification of certain references in the Community Charges and Non-Domestic Rating (Demand Notices) (England) Regulations 1991 ("the 1991 Regulations").
These Regulations substitute a reference to the Community Charges and Non-Domestic Rating (Demand Notices) (England) Regulations 1992 for the reference to the 1991 Regulations.
