The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 113(2) and 119(2) of the Local Government Finance Act 1992(1), and of all other powers enabling them in that behalf, hereby make the following Order:
1. This Order may be cited as the Local Government Finance Act 1992 (Commence ment No. 4) Order 1992.
2.-(1) The following provisions of the Local Government Finance Act 1992 shall come into force on 1st August 1992-
(a)paragraphs 95 to 98 of Schedule 13; and
(b)so much of Schedule 14 as relates to-
(i)paragraph 30(4)
of Schedule 5 to the Local Government and Housing Act 1989(2); and
(ii)sections 11, 135 and 136 of the Water Resources Act 1991(3).
(2) Nothing in paragraph (1)(a) or (b)(ii) shall affect the operation of-
(a)any order made, or having effect as if made, under subsection (5) of section 11 (change of composition of regional flood defence committee) of the Water Resources Act 1991(4) and in force immediately before 1st August 1992;
(b)any order made, or having effect as if made, under section 135 (amount, assessment etc. of general drainage charge) of that Act, and in force immediately before that day; or
(c)the determination under section 136 of that Act of a relevant quotient for the purposes of section 135(2) of that Act in relation to the year ending on 31st March 1993 or any earlier year;
or any power to revoke or amend any such order as is mentioned in sub-paragraph (a) and (b).

This Order provides for the commencement of certain provisions of the Local Government Finance Act 1992 ( "the Act ") relating to England and Wales.
Article 2 brings into force on 1st August 1992 paragraphs 95 to 98 of Schedule 13 to the Act, related repeals in Schedule 14 to the Act and a repeal in that Schedule relevant to paragraph 1 of Schedule 10 to the Act.
