1. The length of the trunk road described in the Schedule to this Order and shown by broad striped hatching on the deposited plan shall cease to be a trunk road and shall be classified as a principal road as from the date on which the new trunk road is open for through traffic.
2. In this Order-
(1) the measurement of distance is measured along the route of the relevant highway.
(2) (i) "the deposited plan" means the plan numbered HA/10/1-CNW 291, marked "The A6119 and A677 Leeds-Halifax-Burnley-Blackburn-East of Preston Trunk Road (Whitebirk to Samlesbury) (Detrunking) Order 1991." signed by authority of the Secretary of State and deposited at the Department of Transport, Romney House, 43 Marsham Street, London SW1P 3PY;
(ii)"the new trunk road" means the special road to be provided by the Secretary of State in pursuance of the M65 Motorway (Bamber Bridge to Whitebirk Section, Blackburn Southern Bypass) and Connecting Roads Scheme 1991.(3);
(iii)"principal road" as a classification for a highway, means that the highway is a principal road for the purposes of enactments and instruments which refer to highways classified as principal roads and is also classified for the purpose of every other enactment and instrument which refers to highways classified by the Secretary of State; and
(iv)"the trunk road" means the Leeds-Halifax-Burnley-Blackburn-East of Preston Trunk Road (A6119 and A677).
3. This Order shall come into force on 28th March 1991 and may be cited as The A6119 and A677 Leeds-Halifax-Burnley-Blackburn-East of Preston Trunk Road (Whitebirk to Samlesbury) (Detrunking) Order 1991.

The length of the trunk road ceasing to be a trunk road is about 12.35 kilometres of the trunk road in the County of Lancashire, and extends from and including the roundabout al Whitebirk (which is Junction 6 of the existing M65 Motorway (Whitebirk to Hyndburn Section) in the Borough of Hyndburn) to its junction with the Samlesbury-Skipton Trunk Road (A59 Whalley Road) at Samlesbury in the Borough of South Ribble.
NOTE: Unit of length: 1 kilometre =0.621 of a mile approximately.
