The Secretary of State for Transport, in exercise of the powers conferred by sections 89(1) and 91(1) of the Transport Act 1968(1) and now vested in him(2) and of all other enabling powers, and after consultation with representative organisations in accordance with section 91(8) of that Act, hereby makes the following Regulations:-“
1. These Regulations may be cited as the Goods Vehicles (Operators' Licences, Qualifications and Fees) (Amendment) Regulations 1991 and shall come into force on1st October 1991.
2. The Goods Vehicles (Operators' Licences, Qualifications and Fees) Regulations 1984(3) are hereby amended in accordance with the following provisions of these Regulations.
3. In regulation 35(1A)-“
(a)for the words "on or after 3rd January 1989" there shall be substituted "on or after 1st October 1991";
(b)in sub-paragraph (a) for "£60" there shall be substituted "£70"; and
(c)in sub-paragraph (b) for "£5" there shall be substituted "£7".
4. In regulation 35(1B)-“
(a)in sub-paragraph (a) for "£5" there shall be substituted "£7"; and
(b)in sub-paragraph (b) for "£60" there shall be substituted "£70".

Those Regulations further amend the Goods Vehicles (Operators' Licences, Qualifications and Fees) Regulations 1984.
The fee prescribed in respect of the grant of a goods vehicle operator's licence with effect from 1st October 1991-“
(a)is increased from £60 to £70; and
(b)in respect of each vehicle authorised to be used under a licence, is increased from £5 to £7.
The fee prescribed in respect of a variation of a licence-“
(a)where the variation results in an addition to the highest number of authorised vehicles between the grant of the licence and the variation, is increased from £5 to £7 for each additional vehicle; and
(b)in any case where notice of the application for the variation has to be published under section 68(4) of the Transport Act 1968, is increased from £60 to £70.
1968 c. 73; section 89(1) was amended by Part II of Schedule 9 to the Transport Act 1980 (c. 34) ( 1980 Act and by Schedule 6 to the Transport Act 1982 (c. 49) ( 1982 Act section 91(1) was amended by Part II of Schedule 9 to the 1980 Act, and by Part II of Schedule 4 to the 1982 Act.
