Whereas the Secretary of State, for a reason affecting the public interest, deems it necessary in the public interest to restrict flying in airspace in the vicinity of certain high security prisons specified in the Schedule to the Air Navigation (Restriction of Flying) (High Security Prisons) Regulations 1989(1), as amended by this Instrument:
Now, therefore, the Secretary of State, in exercise of the powers conferred on him by article 74 of the Air Navigation Order 1989(2) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (High Security Prisons) (Amendment) Regulations 1991 and shall come into force on 19th September 1991.
2. For the Schedule to the Air Navigation (Restriction of Flying) (High Security Prisons) Regulations 1989 there shall be substituted the following:

These Regulations amend the Air Navigation (Restriction of Flying) (High Security Prisons) Regulations 1989 by imposing restrictions on helicopters flying in specified airspace around the high security prison at Whitemoor.
