In exercise of the powers conferred upon me by section 14(2) of the Football Spectators Act 1989(1), I hereby make the following Order:
1. This Order may be cited as the Football Spectators (Designation of Football Matches outside England and Wales) Order 1990 and shall come into force on 24th April 1990.
2.-(1) Football matches of the description specified in paragraph (3) below are hereby designated for the purposes of Part II of the Football Spectators Act 1989.
(2) It is hereby directed that, in relation to football matches of the description specified in paragraph (3) below, reporting is obligatory only for such persons subject to restriction orders (within the meaning of section 14(4) of that Act) as are required to report under section 19(3)(b) of that Act.
(3) The football matches to which paragraphs (1) and (2) above apply are any association football match (played in a country outside England and Wales) being a match involving-
(a)a national team appointed by the Football Association to represent England or the Football Association of Wales to represent Wales; or
(b)a team representing a club which is, at the time the match is played, a member (whether a full or associate member) of the Football League, or
(c)a team from a club in England or Wales playing in a competition organised by or on behalf of the Union des Associations Europeennes de Football (U.E.F.A).

This Order designates association football matches falling within the description set out in article 2(3) as football matches to which Part II of the Football Spectators Act 1989 applies. Under section 14(1) of that Act, Part II applies to designated football matches played in a country outside England and Wales.
Part II of that Act makes provision for persons convicted of one of the offences specified in Schedule 1 to that Act in England or Wales (section 15) or of a corresponding offence outside England and Wales (section 22) to be made subject to a restriction order. Under section 16(2)(b) a person subject to a restriction order must, on the occasion of a designated football match and when required to do so under section 19(3)(b), report to any police station in England or Wales at the time or between the times specified in a notice given under section 19(3)(b). That provision applies in respect of matches for which reporting is obligatory for such persons only as are required to report under it. No such requirement may be imposed unless the test in section 19(4) is satisfied. The matches in question are those falling within the description designated by article 2(3) of this Order and article 2(2) directs that reporting in relation to such matches is obligatory only for such persons subject to restriction orders as are required to report under section 19(3)(b).
Under section 14(5) of the Football Spectators Act 1989 the offences "relevant" for the making by a court of a restriction order (as to which, see section 15(1)) are those so specified in Schedule 1 to that Act. By virtue of section 14(6) references to "designated football matches" in that Schedule are references to football matches designated for the purposes of Part I of that Act. However, in relation to the offences described in paragraphs (h), (i), (k) and (l) of that Schedule (offences on a journey to or from a designated football match), the expression "designated football match" includes the matches designated by this Order or any further order under section 14(2) (see section 14(6)).
