In exercise of the powers conferred on the Secretary of State by section 180(4) of the Education Reform Act 1988(1) the Secretary of State for Education and Science hereby makes the following Order:
1. This Order may be cited as the Education (Inner London Education Authority) (Horniman and Geffrye Museums) (Transfer of Functions) Order 1990 and shall come into force on 1st April 1990.
2.-(1) The functions of the Inner London Education Authority under the provisions specified in paragraphs (2) and (3) below (which functions were transferred to that Authority by section 45 of the Local Government Act 1985(2) and article 4 of the Local Government Reorganisation (Property etc.) (No. 2) Order 1986(3) respectively) are hereby transferred to the London Residuary Body.
(2) The functions transferred by the said Act of 1985 are functions under-
(a)section 46 of the London County Council (General Powers) Act 1901(4)(which relates to the Horniman Museum); and
(b)section 29 of the London County Council (General Powers) Act 1959(5)(which relates to the Geffrye Museum).
(3) The functions transferred by the said Order of 1986 are functions under-
(a)sections 13, 19 and 20 of the Public Libraries and Museums Act 1964(6); and
(b)articles 7 to 11, 13, 15, 16, 18 and 19 of the Schedule to the Ministry of Housing and Local Government Provisional Order Confirmation (Greater London Parks and Open Spaces) Act 1967(7).

This Order transfers to the London Residuary Body ("L.R.B.") the functions of the Inner London Education Authority (ILEA) in relation to the Horniman and Geffrye Museums. The transfer takes effect on 1st April 1990, the date on which ILEA is abolished by section 162 of the Education Reform Act 1988 and those Museums transfer to the L.R.B. under section 180 of that Act.
The functions, which were transferred to ILEA on the abolition of the Greater London Council on 1st April 1986, are concerned with the management and use of the Horniman Museum, including Horniman Park, the management, maintenance and use of the Geffrye Museum, and the acquisition of land and exhibits for that Museum.
