The Secretary of State, in exercise of the powers conferred upon him by section 164(3) of the Environmental Protection Act 1990(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Environmental Protection Act 1990 (Commencement No. 1) Order 1990.
2. Sections 128 to 139 of the Environmental Protection Act 1990 shall, save for the amendments made by sections 128, 130 and 132 of the Act, come into force on 5th November 1990.

This Order brings into force on 5th November 1990 sections 128 to 139 (save for the amendments made by sections 128, 130 and 132) of the Environmental Protection Act 1990 which relate to the creation of new Councils for nature conservation in Great Britain and countryside matters in Wales. The new Councils are called the Nature Conservancy Council for England, the Nature Conservancy Council for Scotland, and the Countryside Council for Wales. The new Councils will first exercise their functions on days to be appointed by order of the Secretary of State.
