1. The Secretary of State is authorised to provide along the route described in the Schedule to this Scheme a special road for the use of traffic of Classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980.
2. The Centre line of the special road is indicated by a heavy black line on the deposited plan.
3. In this Scheme-
(1) all measurements of distance are measured along the route of the relevant highway;
(2) (i) "the deposited plan" | means the plan numbered HA16/1 CNW 302 marked "The Glasgow to Carlisle Motorway (M74) (River Sark to Guards Mill Section) Scheme 1990" signed by authority of the Secretary of State and deposited at the Department of Transport, Romney House, 43 Marsham Street, London SW1P 3PY; |
(ii)"the special road" | means the special road mentioned in article 1 of this Scheme. |
4. This Scheme shall come into force on 3rd August 1990 and may be cited as the Glasgow to Carlisle Motorway (M74) (River Sark to Guards Mill Section) Scheme 1990.

A route about 460 metres in length, starting at the point on the River Sark Bridge where the A74 Trunk Road meets the border between England and Scotland, then going in a south easterly direction to a point on that road approximately 120 metres south east of Guards Mill Bridge.
