Made
17th July 1990
The Secretary of State for Social Security, in exercise of the powers conferred on him by section 23(2) of the Social Security Act 1990(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the Social Security Act 1990 (Commencement No. 1) Order 1990.
(2) In this Order, unless the context otherwises requires, references to sections and Schedules are references to sections of and Schedules to the Social Security Act 1990.
2. The day appointed for the coming into force of-
(a)the provisions of the Social Security Act 1990 specified in Part I of the Schedule to this Order, is 18th July 1990;
(b)Schedule 6, paragraph 10 (maternity allowance: contribution conditions for women paid otherwise than weekly) and section 21(1) (minor and consequential amendments) in so far as it relates to it, for the purpose only of authorising the making of regulations which are expressed to come into force on or after 28th October 1990, is 18th July 1990;
(c)Schedule 6, paragraph 10 in so far as it is not already in force and section 21(1) in so far as it relates to it, is 28th October 1990;
(d)Schedule 3 (the Pensions Ombudsman) and section 12(1) in so far as it relates to it, for the purpose only of authorising the making of regulations under section 59C(5) of the Social Security Pensions Act 1975 thereby inserted which are expressed to come into force on or after 1st October 1990, is 18th July 1990;
(e)Schedule 3 (the Pensions Ombudsman) in so far as it is not already in force and section 12(1) in so far as it relates to it, is 1st October 1990;
(f)Schedule 6, paragraph 25 (entitlement of women members of HM forces to statutory maternity pay) and section 21(1) in so far as it relates to it, is 5th August 1990 where the expected week of confinement is the week commencing 21st October 1990 or a later week;
(g)section 11(3)-(6) (restriction on payments to employers out of pensions scheme resources) and section 11(1) for the purposes only of giving effect to section 11(3) is 17th August 1990;
(h)the provisions of the Social Security Act 1990 specified in Part II of the Schedule to this Order, is 1st October 1990;
(i)section 8 (liability to maintain dependants) is 15th October 1990.

This Order provides for the coming into force of provisions of the Social Security Act 1990 on the following dates-
18th July 1990 for the provisions in-
Schedule 3 relating to the Pensions Ombudsman in so far as relevant for the purpose of authorising the making of regulations (Schedule 3 for other purposes coming into force on 1st October 1990),
section 13 relating to registration of occupational and personal pension schemes,
paragraph 12 of Schedule 4 relating to levies towards meeting certain expenditure under the Social Security Pensions Act 1975,
paragraph 13 of Schedule 4 relating to the extension of certain pension provisions to Northern Ireland,
paragraph 14 of Schedule 4 relating to the extension of certain provisions to widowers in the Social Security Pensions Act 1975,
section 16(2), (3) and (9) relating to the removal of certain liabilities from the National Insurance Fund,
section 17(7) and Schedule 5 relating to special penalties in the case of certain returns,
paragraph 1 of Schedule 6 relating to Orders increasing contributions,
