The Secretary of State for Transport, in exercise of the powers conferred by sections 117(1) and (2) and 120 of the Road Traffic Act 1988(1), and all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:
1. These Regulations may be cited as the Heavy Goods Vehicles (Drivers' Licences) (Amendment) Regulations 1990 and shall come into force on 18th June 1990.
2. The Heavy Goods Vehicles (Drivers' Licences) Regulations 1977(2) shall be amended in accordance with the following provisions of these Regulations.
3. For Regulation 23 (Fees for tests) there shall be substituted the following Regulation:
23. The fee payable by a person who applies for a test to be conducted by an examiner appointed under Regulation 18(1)(a) is
(a)£42 if the application is made before 18th June 1990; and
(b)£45 if the application is made on or after that date."

These Regulations further amendregulation 23 (Fees for tests) of the Heavy Goods Vehicles (Drivers' Licences) Regulations 1977. The fee payable by a person who applies for a driving test to be conducted by an examiner appointed for that purpose by the Secretary of State is increased from £42 to £45.
