In exercise of the powers conferred by section 2 of the Wireless Telegraphy Act 1949(1), as enacted, and as extended by the Wireless Telegraphy (Channel Islands) Order 1952(2) and the Wireless Telegraphy (Isle of Man) Order 1952(3), and now vested in me(4), I hereby, with the consent of the Treasury, make the following Regulations:
1. These Regulations may be cited as the Wireless Telegraphy (Broadcast Licence Charges and Exemption) (Amendment) Regulations 1989 and shall come into force on 20th February 1989.
2. The Wireless Telegraphy (Broadcast Licence Charges and Exemption) Regulations 1984(5) shall be amended as follows:
(a)after regulation 5(2) there shall be inserted-“
"(2A) On the issue of a television receiving licence of a type and description specified in Schedule 5 the licensee shall pay the issue fee of the amount specified in that Schedule and thereafter such instalment fees as are so specified."; and
(b)after Schedule 4 there shall be inserted-“
Regulation 5(2A)
1. Type of Licence: Standard Instalment Television Licence (including colour).
Description of Licence: A licence to instal and use black and white or colour television receiving apparatus at the single place specified in the licence, or (as the case may be) in the single vehicle or vessel specified in the licence.
Issue Fee: £31.24.
Instalment Fees: Two payments of £15.62, the first payable during the month after issue, the second three months after issue.
2. Type of Licence: Premium Instalment Television Licence (including colour).
Description of Licence: A licence to instal and use black and white or colour television receiving apparatus at the single place specified in the licence, or (as the case may be) in the single vehicle or vessel specified in the licence.
Issue Fee: £16.87.
Instalment Fees: Three payments of £16.87, the first payable three months, the second six months and the third nine months, after issue.".

These Regulations make provision for fees for colour television licences to be paid in instalments. In the case of the Standard Instalment Licence, there is an issue fee of £31.24 followed by two instalments of £15.62. In the case of the Premium Instalment Licence, an issue fee of £16.87 is followed by three instalments of £16.87.
