1. The Lancashire County Council (Improvement of Eanam/Higher Eanam, Blackburn -“ New Eanam Canal Bridge) Scheme 1987 is hereby confirmed without modifications.
2. The said Scheme as confirmed (hereinafter referred to as "the Scheme") is set out in the Schedule hereto and copies of the Scheme with its accompanying plans are deposited at the offices of the Department of Transport, Romney House, 43 Marsham Street, London SW1P 3PY; the Director (Transport), Department of Transport, Sunley Tower, Piccadilly Plaza, Manchester M1 4BE; the Lancashire County Council, Christ Church Precinct, County Hall, Preston; and Blackburn Borough Council, Town Hall, Blackburn.
3. The Scheme will become operative on the date on which notice that it has been made is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.
4. This Instrument may be cited as the Lancashire County Council (Improvement of Eanam/Higher Eanam, Blackburn -“ New Eanam Canal Bridge) Scheme 1987 Confirmation Instrument 1989.

The Lancashire County Council (hereinafter referred to as "the Council") make this Scheme in exercise of their powers under section 106 of the Highways Act 1980 and of all other enabling powers:-“
1. The Council are hereby authorised to construct over the navigable waters of the Leeds and Liverpool Canal at Blackburn in the Borough of Blackburn in the County of Lancashire the bridge (in this Scheme called "the new Eanam Canal Bridge") specified in the Schedule to this Scheme as part of that length of the highway known as Eanam/Higher Eanam which they propose to improve between Manner Sutton Street and Audley Street as part of their proposed Blackburn Eastern Radial Route at Blackburn aforesaid.
2. This Scheme may be cited as The Lancashire County Council (Improvement of Eanam/Higher Eanam, Blackburn -“ New Eanam Canal Bridge) Scheme 1987.
The new Eanam Canal Bridge ("the new bridge") will lie in Blackburn in the Borough of Blackburn and will carry a widening of the highway known as Eanam over the Leeds and Liverpool Canal. The new bridge is to be built alongside and abutting the masonry arch of the existing Eanam Canal Bridge ("the existing bridge") subsequent to the removal of the cast iron widenings which exist on either side of the existing bridge. The location is at Grid Reference SD 689282.
The north springing of the new bridge will lie on the projection eastward of the line of the north springing of the existing bridge and will extend from the east corner of the north springing of the existing bridge masonry arch eastwards for a distance of 19 metres. The south springing of the new bridge will lie on the projection eastward of the line of the south springing of the existing bridge, and will extend from the east corner of the south springing of the existing bridge masonry arch eastwards for a distance of 21 metres.
The maximum clear skew span over the Leeds and Liverpool Canal will remain as 8.01 metres and the maximum clear square span will remain as 7.41 metres, the same dimensions as those of the existing bridge.
The existing minimum canal square width of 5.27 metres will be reduced to 5.17 metres and the minimum towpath square width of 1.82 metres will be increased to 1.92 metres.
A minimum headway, above normal water level equal to that of the existing bridge will be maintained.
