1. The new highways which the Secretary of State proposes to construct -“
(a)along the route described in Schedule 1 to this Order (the highway along this route being in this Order referred to as the "main new trunk road"); and
(b)along the routes described in Schedule 2 to this Order which connect the main new trunk road with other highways at the places stated in that schedule (the highways along these routes being in this Order referred to as "the roundabout and the slip roads")
shall become trunk roads as from the date when this Order comes into force.
2. The centre line of each of the new trunk roads is indicated by a heavy black line on the deposited plan.
3. The Secretary of State directs as respects any part of a highway which crosses the route of any of the new trunk roads that -“
(a)where the highway is a highway maintainable at the public expense by a local highway authority, the part in question shall be maintained by that authority; and
(b)where the highway is not a highway so maintainable and is not maintainable under a special enactment or by reason of tenure, enclosure or prescription, the Secretary of State shall be under no duty to maintain the part in question,
until, in either case, a date to be specified in a notice given by the Secretary of State to the highway authority for that highway. The date specified will not be later than the date on which the relevant route is opened for the purposes of through traffic.
4. In this Order:-“
(1) all measurements of distance are measured along the route of the relevant highway;
(2) (i) "the deposited plan" means the plan numbered HA 10/2E/319 marked "The A47 Leicester-Great Yarmouth Trunk Road (Norwich Southern Bypass and Slip Roads) (Southern and Eastern Section) Order 1989", signed by authority of the Secretary of State and deposited at the Department of Transport, Romney House, 43 Marsham Street, London SW1P 3PY;
(ii)"the new trunk roads" means "the main new trunk road" and "the roundabout and the slip roads"; and
(iii)"the trunk road" means the A47 Leicester-Great Yarmouth Trunk Road.
5. This Order shall come into force on 9th January 1990 and may be cited as the A47 Leicester-Great Yarmouth Trunk Road (Norwich Southern Bypass and Slip Roads) (Southern and Eastern Section) Order 1989.

The route of the main new trunk road is a route at Norwich in the County of Norfolk about 13.95 kilometres in length starting at a point 280 metres north west of the centre-line of the A11 Trunk Road at the Cringleford Roundabout, then going in a generally easterly direction bypassing Norwich to the south to rejoin the trunk road at a point approximately 300 metres east of its junction with Brundall Low Road, Postwick.
The routes of the roundabout and the slip roads are the following:-“
(1) Junction with proposed new roundabout at Cringleford
Two routes to connect the eastbound and westbound carriageways of the main new trunk road at Cringleford by means of a new roundabout as described in paragraph (4) of Schedule 2 to the A47 Leicester-Great Yarmouth Trunk Road (Norwich Southern Bypass and Slip Roads) (Western Section) Order 1988 (S.I. 1988/1351) (these routes being given the reference numbers 10 and 12 on the deposited plan.)
(2) Junction with A140 Trunk Road (Ipswich Road) South of Harford Bridge
(a)A route forming a roundabout, about 180 metres in length, the centre of which is a point about 1.1 kilometres south of Harford Bridge.
(b)Four routes to connect the eastbound and westbound carriageways of the main new trunk road with the roundabout to be constructed on the route described at (a) above (these routes being given the reference numbers 13, 14, 15 and 16 on the deposited plan).
(3) Junction with the proposed Trowse Bypass (A146)
Four routes to connect the eastbound and westbound carriageways of the main new trunk road with the Trowse Bypass as proposed to be constructed by Norfolk County Council (these routes being given the reference numbers 17, 18, 19 and 20 on the deposited plan).
(4) Junction with Yarmouth Road (A47) at Postwick
Three routes to connect the eastbound and westbound carriageways of the main new trunk road with Yarmouth Road (A47) by means of two roundabouts (as proposed to be constructed) at Postwick (these routes being given the reference numbers 21, 22 and 23 on the deposited plan).
(5) Junction with Yarmouth Road (A47) at The Grange, Postwick
One route to connect the westbound carriageway of the main new trunk road with the westbound carriageway of Yarmouth Road (this route being given the reference number 24 on the deposited plan).
